State health officials presented a Michigan House members with a plan to transfer management of $2.4 billion in Medicaid mental health funds to HMOs. Legislators wanted more details about the plan.



February 22, 2016: Governor Snyder’s proposed 2017 Budget includes language (Sec 298) which calls for a “Carve In”  of behavioral health dollars.  This means that the PIHP system would no longer exist.  Specifically it says “ The department shall transfer the service funds appropriated in Part 1 currently provided to the PIHPs through Medicaid mental health services, Medicaid Substance Use Disorder services, Healthy Michigan plan-behavioral health and Autism services lines to the Health plan services line by Sept. 20th, 2017.”  Section 298 also stipulates it will engage external stakeholders in the development of this plan and require the health plans to contract with the CMHSP’s. Lt. Governor Calley has convened a workgroup comprised of stakeholders to evaluate this proposal and do planning for the future of behavioral health care in Michigan.
